N.C. Association of Government Information Officers

Welcome to the Internet home of the North Carolina Association of Government Information Officers, a nonprofit group of public affairs professionals in state and local government agencies that is dedicated to the principles of open government. Members are communication links between the media, public and government.

By-Laws

Article I: Duties of Officers and Directors

Section I: The President. The President shall preside at all meetings and shall be chief executive officer of the Association. The President shall have general supervision over the development of the Association’s entire program, shall make all committee appointments not already set forth in the By Laws, and shall be an ex-officio member of all committees.

Section II: The Vice President. The Vice President shall perform the duties of the President in his/her absence. The Vice President shall be responsible for the planning of any seminars and special meetings sponsored by the Association. The Vice President shall serve on any committees as set forth in these By Laws or as designated by the President.

Section III: The Secretary. The Secretary shall publish a regular newsletter, be responsible for the Association’s Internet website, keep minutes of all business sessions, conduct correspondence at the direction of the President, keep an up-to-date record of any business of the Association and prepare and maintain the mailing lists. The Secretary shall serve on the Seminar Planning Committee, the Membership Committee, and on other committees as directed by the President.

Section IV: The Treasurer. The Treasurer shall be custodian of all Association funds and shall keep a record of the receipts and expenditures of the Association and maintain the Membership Roster. Funds received by the Treasurer shall be deposited in a bank to the account(s) of the Association. The Treasurer shall make a written report to the membership at the Association’s annual seminar and at other times as directed by the President. The Treasurer shall serve on the Seminar Planning Committee and as ex-officio member of the Scholarship Committee.

Section V: Directors. The Directors shall serve as chairs of the Membership, Scholarship, and Program committees of the Association and perform other duties as assigned to them by the President.

Article II: Meetings

Section I: General Membership Meetings. The Association shall meet at noon on the third Tuesday of each month or at such other times and places as may be designated by the Board of Directors.

Section II: Board of Directors Meetings. The meetings of the Board of Directors shall be held at a time and place designated by the President, but shall meet at least once each calendar quarter.

Section III: Committee Meetings. The Chairmen of the respective committees, either standing committees of the Association or others created by the Board of Directors, shall designate the time and place of the meetings.

Article III: Elections

Section I: A nominating committee of no fewer than three (3) full members shall be appointed by the President at the October general membership meeting. The nominating committee shall present a slate of candidates to the membership at the November meeting. Additional nominations may be accepted from the floor.

Section II: In a contested election, a majority vote by secret ballot of the full membership present at the November meeting shall be necessary for election of officers.

Section III: Officers will be sworn in at the December general membership meeting and will assume their responsibilities on the first day of January.

Article IV: Standing Committees

Section I: Special Committees. The President shall appoint such special committees as he/she may deem necessary for the proper transaction of the business of the Association.

Article V: Dues

Section I: Full Membership. Full membership dues are $10.00 annually and are payable at the time application for membership is made and shall extend membership through December 31 of each calendar year.

Section II. Associate Membership. Associate Membership may be granted to any individual by the Board of Directors. Associate Members shall be entitled to privileges of the Association and upon such conditions as determined by the Board of Directors, except that they shall not be eligible to hold office in the Association and shall not be accorded the privilege of voting. Associate membership dues are $10.00 annually and are payable at the time application for Associate Membership is made and shall extend membership through December 31 of each calendar year.

Article VI: Amendments

Section I: The by-laws of the Association may be amended by a two-thirds vote of those full members in attendance at the business meeting during the annual seminar.
